Peter Quayle is a public international lawyer and advisor, specializing in the law, governance and jurisdictional immunities of international organizations. He has over 20 years' experience—spanning three continents, academia, governmental and intergovernmental service—including, starting-up a multilateral development bank. He was educated at the Universities of Oxford and London, is a solicitor of England and Wales and a CEDR accredited mediator. He is editor of 'The Role of International Administrative Law at International Organizations' (Brill Nijhoff, 2020).

国际组织的劳动法,或“国际行政法”,是多边主义有效运作的基础。国际行政法,源自国际公法,其目的是确保国际公务员的公正和中立。由于国际行政法庭裁决涉及这些国际官员的劳动争议,国际公务员法也是唯一针对国际组织的强制司法问责机制。在这次的讲座中,主讲人将探讨国际行政法的法律基础,考察与实现国际组织职能保持一致的方式,并且通过有关国际组织绩效管理的个案研究说明重要法律原则如何转化为组织文化。
The employment law of international organizations—'international administrative law'—is foundational to the effectiveness of multilateralism. Derived from public international law, it is intended to secure the integrity and impartiality of the international civil service. Since international administrative tribunals adjudicate employment-related disputes involving such international officials, this law also affords the only compulsory judicial accountability of international organizations. Consequently, in this lecture, we shall examine the legal basis of international administrative law; consider the way this aligns to the achievement of the many mandates of international organizations; and using a case study—focusing on performance management at international organizations—see how key legal principles are transposed into operational cultures.
